Stuck in approval process

We got an email from our sales rep saying that our lot permit is stuck at the city's Flood Plain review office. Our lot backs up to a dry creek bed and the city wants to make sure that it won't flood during heavy rains. Fair enough. It's just taking a while to get approval. The builders have started on the model home and 3 houses in the neighborhood.
